DFC Joins AFC and Vision Invest in WIOCC to Expand Africa’s Digital Infrastructure

The U.S. International Development Finance Corporation (DFC) plans to invest in WIOCC Group, joining Africa Finance Corporation (AFC) and Saudi Arabia-based Vision International Investment Company (Vision Invest) in backing the expansion of Africa’s digital infrastructure.

WIOCC announced the development on September 21 following a roundtable hosted by AFC during the Global Africa Business Initiative’s Unstoppable Africa event in New York, held alongside the United Nations General Assembly. DFC’s proposed investment will add U.S. development finance support to the existing partnership between WIOCC, AFC and Vision Invest.

The funding is expected to support WIOCC’s long-term infrastructure plans, including the expansion of terrestrial fibre networks, subsea connectivity and data centre capacity. The company also plans to strengthen its wider digital infrastructure platform as demand for cloud computing, artificial intelligence and digital services increases across African markets.

WIOCC operates in more than 30 African countries and provides open-access connectivity through terrestrial networks, subsea assets, metro infrastructure and data centres. Its infrastructure is designed to support businesses, telecommunications companies, cloud providers and other digital services operating across the continent.

The investment comes as Africa continues to face a significant digital infrastructure gap. Data from the International Telecommunication Union showed that 35.7% of Africa’s population used the internet in 2025, compared with a global average of 73.6%. The figures underline the need for greater investment in connectivity and digital capacity.

DFC said its investment is intended to strengthen secure and resilient digital infrastructure while supporting U.S. technology companies and hyperscalers seeking to expand across Africa.
